Rooms
"Family package" does not guarantee connecting rooms or a family suite, ask for one specifically and get it in writing. A quad room sleeping two adults and two children is standard and considerably cheaper than two doubles, but it is a single room, not two.
Hotels inside 400 m with genuine family rooms are limited. Hilton Suites Makkah and Shaza Madinah are the reliable options; both have kitchenette suites, which matters more than it sounds when a child will not eat hotel food.
Ihram and children
Boys who have not reached puberty wear ihram if performing Umrah, but the restrictions are not binding on them in the same way. Girls wear ordinary modest clothing.
Practically, two sets of child-sized ihram cloth is enough. It is sold around the Haram but sizing is unreliable, buy in India if you can.
Heat, distance and pace
Makkah runs 42-44°C from May to September. A nine-year-old will manage a 400 m walk between prayers; a 1.4 km walk five times a day is not realistic, and the shuttle wait in direct sun is worse than the walk.
Split the rites: tawaf on the first evening, sa'i the following morning after Fajr. There is no requirement to complete them back to back, and the difference in a child's experience is substantial.
Strollers are permitted everywhere except the Mataf itself. Bring a lightweight folding one rather than a travel system.
The thing every parent should do
Write your Saudi mobile number on a wristband and put it on each child. Crowds separate families in seconds, and a lost child who cannot recite a phone number is the worst hour of any trip. The Haram has a well-run lost-children service, but it works far faster with a number.
