Bookings must be confirmed, not held

A held or provisional reservation looks confirmed on an itinerary and fails the automated check. It must be paid and confirmed, in the applicant's name exactly as printed in the passport, including middle names and spacing.

This is the reason to book the visa before paying hotel balances is slightly complicated: you need a confirmed booking to apply. Operators handle this by issuing a confirmed booking against a deposit, refundable if the visa fails. Ask for that arrangement in writing.
